Panna Pramukh is a person devoted to interacting with the voters and conveying their problems to the upper party leaders. The party selects a pramukh (or prabhari) who is given a list (page or panna, in Hindi) of names of 8-12 families. Each pramukh has to an emphasis on these families to create a larger voter base. The model was first used in Gujarat when the saffron party rode to power for three successive terms.

कल मुख्यमंत्री श्री जयराम ठाकुर जी ने अत्यंत प्रतीक्षित हिमाचल प्रदेश 2019-20 का 44,388 करोड़ रुपए के बजट को जनता के सामने रखा। जयराम सरकार को प्रदेश की जनता की सेवा में काम करते हुए एक साल से ज़्यादा हो गए हैं और पूरे प्रदेश की जनता को इस बजट का बेसब्री से इंतज़ार था। जब जयराम जी ने विधानसभा में अपना भाषण शुरू किया तब उन्होंने यह स्पष्ट कर दिया की यह बजट केंद्र सरकार के ‘सबका साथ, सबका विकास’ के मूलमंत्र को मद्देनज़र रख कर बनाया गया है। शुरुआत में ही उन्होंने इन शब्दों से सबका दिल जीत लिया:
